Crowd-Sense is a hosted footfall data subscription. We supply, install, maintain and replace the Collectors as part of the subscription — the authority owns no hardware. The deliverable is the data feed: pedestrian density and dwell, by zone, time and distance band, delivered by dashboard and API.
Designed for the council whose DPO has read the January 2026 Oxfordshire withdrawal story and now needs a defensible answer to "where does this pedestrian number come from?"

Three procurement objections, three quick answers
"Our spec says hardware-free."
Ours is a hosted footfall data subscription. Sensing infrastructure is supplied, installed and maintained by us — the authority owns no hardware. Same procurement category as Visitor Insights.
"How is this different from Cisco Spaces or Purple WiFi?"
Those work where the council already has enterprise Wi-Fi — civic buildings, public-Wi-Fi programmes. They don't cover the high street. We do, with our own infrastructure included.
"What if your supplier-side data weighting changes?"
We have no upstream data sources. Each Collector produces counts directly from its own observations. There's no panel to rebalance, no third-party SDK, nothing that could change without us deliberately changing it.
